Tourism, Trade & Industry
Background
This supplement looks at H.E. the
President’s Manifesto 2006 -2011
will be operationalised in relation to the
sectoral policies and plans of each
Department and Institution affiliated to
the Ministry of Tourism, Trade and
Industry.
The Ministry’s Mandate
The mandate of the Ministry of Tourism,
Trade and Industry MTTI) is “To
promote, expand and diversify trade,
Co-operatives, ecologically sustainable
industrialisation and appropriate
technology; and promote conservation
and sustainable development of the
country’s diverse wildlife resources and
natural heritage for the benefit of present
generation and posterity, through
policies and strategies that enhance
growth and development of the sector”.
The ministry’s mandate is carried out
through the functions and activities of
five (5) Department, namely:Tourism
and Wildlife, Museums and Antiquities;
Trade, Industry and Technology, and
Cooperatives.
The Ministry also oversees operations
of eight (8) Statutory Institutions whose
mandates fall within the overall mandate
of the Ministry, namely:Uganda
National Bureau of Standards UNBS),
Management Training and Advisory
Centre (MTAC), UGANDA Industrial
Research Institute (UIRI), Uganda
Tourists Board UTB),Uganda Wildlife
Authority (UWA), Uganda Wildlife
Education Centre (UWEC), Uganda
Museums and Monuments Agency
(UMA), and Uganda Export Promotion
Board (UEPB).
H.E the President’s Manifesto 2006
H.E. the President’s Manifesto 2006 -
2011 identifies the following areas under
the Ministry as challenges that will be
addressed during the subsequent tenure
of office: Value addition, Household
incomes and transformation of rural
communities, East African Federation,
Integrated African Market, Strategic
intervention in Tourism, Aifraction of
Investors, Strategic intervention in
Markets, Strategic intervention for
investors and innovators. The above
challenges are further consolidating the
achievements attained in the period 2001-
2006
Tradesector: Markets For Agricultural
And Industrial Products
Uganda’s main export markets:
- European Union, accounting for 28%
- COMESA region accounting for 27%
- Middle East taking 6%
- North America 3%
New export markets:
- South Africa,
- Japan,
- Singapore,
- SouthKorea
- United States
- Canada
The sustainability of additional markets
is ensured by diversification of product
range and value addition.
Export of goods increased from US$451m
in 2001 to US$653m in 2004. It is
projected to increase at a rate of 9.3% per
annum in the period 2006 - 2011.
Strategies To Promote Exports
- Trade Fair Participation to promote
Uganda’s products in external markets
- Trade Support Missions; inward and
outward missions
- Consolidate and expand markets
- UNBS, standards agencies and private
sector to improve the quality of
exportable products to be able to meet
the requirements of the export markets.
- Implement the trade policy
- Implement sector export strategies for
key products and services
- Work with key stakeholders to increase
volumes of products being exported
- Implement the National Export
Strategy
- Develop domestic trade sub sector to
ensure that domestic trade - sub sector
is able to sustainably and sufficiently
feed into the international trade sub sector
- Use of WTO and other Protocols to gain
access to markets in Europe, Asia and America
- Bilateral Trade Initiatives
- Exploit the UD$ 95b annual USA
textiles markets through the AGOA
- Developed nations have offered
Uganda market opportunities of duty
free and quota free exports to their
markets as:
- Everything But Arms (EBA) of
European Union (One of the
major trading partners of
Uganda)
- African Growth and
Opportunities Act (AGOA) OF
United States of America
- Japanese Initiatives
- Russian Initiatives
- Canadian Initiatives
- Regional Integration
- East African Community (EAC)
turned into East African
Federation
- Common Market for Eastern and
Southern Africa (COMESA)
- ACP/EU Cotonou Agreement
Industry & Technology Sector
The Ministry, in consultation with various
key stakeholders, had developed a policy
framework for the period 2004-2009.
The policy is in line with objectives of
PEAP, PMA and Promotion of Strategic
Export program. Implementation will
involve developing among others
programs to promote value addition,
small scale industries and increasing
export base.
Museums And Antiquities Sector
The Department of Antiquities and
Museums is to be devided into a semiautonomous
body to be known as the
Uganda Museums and Monuments
Agency (UMMA), to enhance the
country’s capacity to preserve and
conserve Uganda’s cultural and historical
heritage for tourism purposes and
posterity.
The Uganda Museum, which is the
headquarters of the Agency, has been
rehabilited and it has become the focal
point for cultural tourism, where the
country has a competitive edge.
Regional Cooperation
The Manifesto sees Regional Cooperation as the way forward for
enlarging of the country’s market,
providing opportunities for selling
Uganda products even beyond the region.

- Lusaka Agreement, COMESA and as well as other regional and global
groupings.
