H.E. President Jakaya Kikwete Visits Uganda

At the invitation of His Excellency Yoweri Kaguta Museveni, President ofthe Republic of Uganda, His Excellency Jakaya Mrisho Kikwete, President of the United Republic ofTanzania made his first working visit to Uganda from March 22­ 23,2006.

He was received upon arrival at Entebbe International Airport by H.E. President Museveni, the First Lady, H.E. the Vice President, Cabinet Ministers, Service Chiefs and members of the Diplomatic Corps. He was accorded a twenty-one gun salute and he inspected a guard of honour.

President Kikwete was accompanied by a high-powered delegation, which included the First Lady, Mama Salma Kikwete; the Minister ofF oreignAffairs and International Cooperation, Hon. Dr. Asha - Rose Mtengeti Migiro; several other the Ministers and senior government officials.

The two Presidents visited Memorial Mass Graves in Nakaseke where they laid wreaths. They held talks during which they had a friendly exchange of views on a wide range of bilateral, regional and international issues of mutual interest and concern.

President Kikwete congratulated H.E. Museveni on his victory in the just concluded elections and cornmended the National Resistance Movement (NRM) government under the able leadership of President Museveni for the achievements made in economic development and for restoring peace and democracy in Uganda.

President Museveni reciprocally congratulated President Kikwete on his election as President of the United Republic of Tanzania and cornmended his brother for the great economic, political and social achievements made not only in Tanzania, but also in the Great Lakes region and on the international scene.

On bilateral issues, the two Presidents expressed their satisfaction with the existing relations between the two countries and emphasized their determination to further strengthen and expand cooperation in all fields of human endeavor. On regional issues the two Presidents, reaffirmed their determination to continue on the steady path of Fast Tracking the East African Political Federation and to discuss in the spirit of mutual brotherhood any issues that might be of concern to either party in the East African Cornmunity.

Their Excellencies underscored the need to reach agreement on the Nile Basin Framework for sharing and use of the Nile waters. They endorsed the cornmon stand by the East African Community partners states concerning the negotiations on the Nile River Basin Cooperative Framework. Their Excellencies further underscored the need to maintain peace, security and stability not only in the Great Lakes region but also on the African Continent as a whole.

On Burundi, the two Presidents commended the strides being made by the Burundi Government towards full implementation of the Arusha Peace Agreement. In that connection, the Presidents urged the two parties to the conflict to resume the stalled negotiations in Dar es Salaam as soon as possible.

On Sudan, Their Excellencies reiterated the need for the two parties, that is, the Government of Sudan and the SPLMI A to continue tirelessly in their quest for Comprehensive Peace Agreement'(CPA) signed in January 2005 in Nairobi. They also urged the international Community to extend the requisite support towards the implementation of the CPA. On Darfur, the two Presidents expressed concern over the continued conflict and, therefore, called upon the African Union and the International Community to assist the parties to resolve the conflict.

On the Democratic Republic of the Congo, the two Presidents commended and encouraged efforts by the Government of DRC and the International Community towards holding elections in DRC. Their Excellencies also called for the disarmament and repatriation of all negative forces in Eastern DRC as enshrined in the relevant African Union Decisions and United Nations Security Council Resolutions.

On Somalia, the two Presidents expressed support for the decision of the Summit of the Inter-Governmental Authority on Development (IGAD) held in Nairobi on March 20,2006 in favour of entrenchment of the Transitional Government bf National Unity in Somalia and operationalisation of IGAD Somalia Mission (IGASOM). On International I issues, the two Presidents shared views on the current status of negotiations at the World Trade Organisation (WTO) and the reforms ofthe United Nations.

His Excellency President Kikwete I expressed warm appreciation to H.E. I President Museveni, the Government and I the people of the Republic of Uganda for the warm hospitality extended to him and I his delegation during their stay in Uganda.

President Kikwete extended an invitation to President Museveni to pay a return visit to Tanzania. President Museveni gladly accepted the invitation.
