Uganda To Gain From New Aids Policy
Uganda is set to benefit from the new Africa-wide HIV / AIDs policy developed by the World Bank. The new AIDs strategy for Africa is reviewed afterseven years to suit the contemporary challenges in fighting_AIDs in Uganda among other developi.tfg countries. The World Bank is sooiicb~ing out with the final version of the African strategy. We hope that the coming into play of this policy would help Uganda get more funds to support its most marginalized groups .
The Population Secretariat (POPSEC), organized a breakfast meeting for public bodies and civil society organizations to discuss involvement of youth in HIV / AIDs programmes in Uganda. The new Africa-wide policy would support the most affected yet marginalized groups especially the youth. The strategy would enable them increase funding as well as help them to develop a fragmented approach to ensure effective monitoring and evaluation and coordination of Aid projects at the grassroots.
The last HIV strategy for Africa was designed in 1999. The World Bank needed to involve the youth in its key anti-AIDs projects, especially, at such a ti'me critical point of demographic transition.
Uganda's population constitutes of 33 percent of people aged 10 - 24 with 47% aged less than 15. Many solutions to the challenges like high rates of fertility, unemployment, population growth, AIDs incidence and prevalence among others lie with the young people. Focused intervention to this target group would significantly impact on the quality oflife with benefits to the entire population.
