Presidents Yoweri Museveni of Uganda, Benjamin
Mkapa of Tanzania and Mwai Kibaki of Kenya, at an EAC Summit on
November 26, 2004 in Arusha, resolved that an East African
Federation should be established.
The Heads of State endorsed proposals of a Committee
set up after their Summit of August 27-29, 2004 in which they called
for fast-tracking East African integration. In the proposal Kenya,
Uganda and Tanzania will form a federal superstate, while keeping
their own identities: National Parliaments, Presidents and flags.
But they will share a Federal Parliament, Cabinet, Supreme Court
and a Federal President to be chosen from the three countries on
a rotational basis.

During the period 2010 and 2012, the Federation Presidency will
rotate between
the sitting Presidents of the partner States. Regional constituencies
will be drawn up,
so that between December 2012 and March 2013 elections for the President
of East
Africa can be held. An extraordinary EAC Summit will be held in
March, 2005 to
discuss the proposal further.
