The Vice President of Uganda,
H.E. Prof. Gilbert Bukenya, represented President Yoweri Museveni
at celebrations to mark Kenya’s 40 th Anniversary of
Independence on December, 12, 2003. In his message, President
Museveni congratulated President Mwai Kibaki, the government
and people of Kenya on attaining 40 years of Independence.
He pointed out that “Uganda and Kenya enjoy very warm
and cordial relations borne out of common experiences and
aspirations shared by their people within the framework of
East African Community.” |
During his visit, H.E. Prof. Bukenya met Ugandans resident and
working in Nairobi at Hotel Inercontinental, in the evening of December
12, 2003. The Vice President briefed the Ugandan community about
the current political and economic developments in Uganda. In particular,
he informed them that the Constitutional Review Commission was in
the final stages of completing its work.
He also informed them that the Cabinet had submitted its proposals
to the CRC. He disclosed that on the issue of term limits for the
President, the considered position of the Cabinet is that the people
must be involved in deciding on such a critical matter, since the
Ugandan Constitution vests ultimate sovereignty in the people.
Regarding the issue of dual citizenship, he reported that the government’s
proposal is to allow dual citizenship for Ugandans who so wish,
but with a provision that it may be restricted for the neighbouring
countries.
H.E. Prof. Bukenya also explained the current government strategy
for poverty reduction through increasing household incomes. Prof.
Bukenya was accompanied by his wife, Mrs. (Dr.) Margaret Bukenya
and Senior officials from his office. The High Commissioner thanked
the Vice President for meeting and briefing the Ugandan community
and exchanging views with them
