President Museveni Attends TICAD in Japan

President Museveni attended the 3rd Tokyo International Conference
on African Development (TICAD) in Tokyo, September 29-October 01,
2003.
During the Conference, Japanese Prime Minister
Junichiro Koizumi renewed his country’s commitment to supporting
Africa’s development initiatives more particularly through
the New Partnership for African Development (NEPAD). He pointed
out that Japan had extended development assistance to Africa worth
US$12 billion since 1993 when TICAD was launched. He however observed
that in order to ensure stability and prosperity on the African
continent, the problems of poverty, disease, under-development and
accessibility to markets must be effectively addressed.
The African Heads of State hailed Japan for supporting
the continent through provision of resources for sustainable development.
They observed that the TICAD and NEPAD initiatives
shared similar aspirations for the African people, and pointed out
that Africa was committed to good governance.
The Conference was attended and addressed by Presidents
Yoweri Museveni, Benjamin Mkapa of Tanzania, Joaquim Chissano of
Mozambique, Olusegun Obasanjo of Nigeria, Thabo Mbeki of South Africa,
Blaise Campaore of Burkina Fasso, and Paul Biya of Cameroon. Other
Leaders were Presidents Abdoulaye Wade of Senegal and Isaias Afwerki
of Eritrea, Prime Minister Meles Zenawi of Ethiopia, and King Mswati
of Swaziland.
The President was accompanied by Hon. Tom Butime,
Minister of State for Foreign Affairs, Hon.Sam Kutesa, Minister
of State for Finance, Uganda’s Ambassador to Japan, Amb. James
Baba, and other Senior government officials.
