Their Excellencies Presidents Yoweri Museveni of Uganda, and Joseph
Kabila of the Democratic Republic of Congo (DRC), met in Dar -es-Salaam
February 9-10, 2003, to review the implementation of the Agreement
signed in Luanda, Angola, on September 06, 2002.
The meeting was hosted by H.E. President Benjamin Mkapa of Tanzania.
Hon. Joao Bernado de Miranda, Minister for External Affairs, represented
the government of Angola.
The meeting noted the deteriorating security and humanitarian
situation in Ituri Province caused by the renewed hostilities between
the armed factions. The two Presidents reaffirmed their commitment
to the implementation of the Luanda Accord. They agreed to establish
a new framework for the work of the Ituri Pacification Commission
(IPC).
It was agreed that the IPC preparatory Committee would be composed
of two representatives from the Government of the DRC, two representatives
from the Government of Uganda, two representatives from MONUC, and
four representatives from the other stake-holders in Ituri.
The Heads of State agreed that the IPC should be constituted and
commence its work on February 17, 2003, and shall conclude its work
on March 20, 2003, to be followed by the total withdrawal of Ugandan
troops from Ituri region.
Presidents Museveni and Kabila decided to create a Permanent Consultative
Mechanism which will help maintain peace and security in the region.
The two leaders agreed that a Ministerial level meeting be held
before February 14, 2003 to set up the modalities for the implementation
of the IPC, in Luanda Angola. This meeting will also examine the
question of the political aspirations of the stakeholders in Ituri
with the aim of submitting them to the UN Secretary General’s
Special Envoy to the Inter-Con-golese Dialogue (ICD).
The meeting condemned those who continue to supply weapons to
armed factions
in Ituri Region resulting in the escalation of violence and human
suffering.
After consultation, the two Presidents decided that the Agreement
signed between Uganda and DRC on September 6, 2002 in Luanda concerning
the total withdrawal of Ugandan troops from DRC, normalisation of
relations, and cooperation, be amended to provide for a new framework,
for the work of IPC.
The amendement of the Agreement was signed by Hon. James Wapakabulo,
Third Deputy Prime Minister/Minister of Foreign Affairs of Uganda
and Hon. Leonard She Okitundu, Minister of Foreign Affairs of the
DRC, and witnessed by Hon. Joao Miranda, Minister for External Relations
of Angola.
Presidents Joseph Kabila and Yoweri Museveni expressed their gratitude
to President Benjamin W. Mkapa, the Government and people of Tanzania,
for the warm reception and hospitality accorded to them and their
respective delegations during their stay in Dar- es-Salaam.
