Hon Wapakabulo Addresses EA Assembly
|
The Members of the East AfricanLegislative Assembly met in
Nairobi, from May 30, - June 15, 2002 to deliberate on major
aspects of the East African Community (EAC).
Deliberating on the processes and stages of integration in
the

EAC, the Parliamentarians concured on the need for a speedy movement
towards the realisation of the East African Political Federation.
The Members emphasized that the question of a political federation
should be decided upon by East Africans themselves,through a referendum.
During the deliberations, three distinct approaches to the EAC
integration emerged:

that the sequence of stages as stated
in the EAC Treaty be adhered to,

that the stages, as stated in the Treaty
all be pursued concurrently,

 |
that the formation of a Political
Federation should come first.
|
In his submission, the Third Deputy Prime Minister and Minister
of Foreign Affairs, Hon. James Wapakabulo, who is also an ex-officio
Member of the East African Legislative Assembly, pointed out that
the issue of political federation is already enshrined in the EAC
Treaty. He observed that the appropriate question should be how
and when the
federation should take place?
He advised Members of the Assembly not to be over burdened by the
sequencing of integration as set out in Treaty, but to concentrate
on mechanisms to discuss a Constitution for East Africa. He also
urged them to pressurise for a time table
and set up an agenda geared towards the creation of the East African
Market.
Hon. Wapakabulo also presented the Supplementary Budget of the East
African Community, which was passed without any amendments.
