Uganda Hosts AMCEN Meeting

The 9th Session of the African Ministerial Conference on the Environment (AMCEN) was held in Kampala, July 1-5, 2002. The Conference was opened by President Yoweri Museveni on July 04, 2002. It was the last preparatory meeting before the World Summit on Sustainable Development (WSSD) to be held in Johannesburg, September 2002. It focused on: adoption of the African Environmental Outlook (AEO) Report, priorities for AMCEN under the African Union, NEPAD, and

adoption of a common Regional/African position for presentation at WSSD.

Addressing the Conference, President Museveni advised the Ministers to take a very strong position on generation of electricity noting that the environment cannot be conserved without use of electricity by most households. He pointed out that 28 billion cubic metres of wood were being consumed resulting in massive depletion of African forests.

The meeting was also addressed by the President of Senegal, H.E. Abdoulaye Wade,
and the Executive Director of UNEP, Dr. Klaus Toepfer who urged the Ministers to speak with one voice at WSSD. Hon. Dr. Ruhakana Rugunda, Uganda’s Minister forWater, Lands and Environment, is the new AMCEN Chairman.
